Do you think that Azula was wrong to help her brother restore his honor and his place as crown prince?
Azula gave Zuko what both of them thought he wanted. She was not being a bad sister when she did it. This is a great example of a time Azula acted for what she though was the best interest of someone else. Sure Zuko finds out that he didn't really feel great about having Iroh in prison and continuing the Fire Nations imperialism, but Azula can't possibly know that.
Where it is a bad thing that Azula knows about is that she is taking Zuko back to his abuser and forcing him to choose between his father figure and what he wants. That's is bad. But Azula see's this as an opportunity for Zuko to prove his loyalty to the Fire Nation. Which is why when he does betray Iroh she is so willing to help him regain his honor. And Azula loves Ozai, she probably believes that bring Zuko home the way she did would get Ozai to love Zuko too. Azula for however mature she appears is not mature or subjective enough to see how this is bad.
If Azula didn't give him the opportunity there is a real chance that both Iroh and Zuko would be imprisoned in the Fire Nation. And who knows if Iroh could secure Zuko's escape along with his. Without Zuko's knowledge of what happens during Sozin's Comet then Ozai plan succeeds and a lot of people end up dying as the result.
Even if Zuko betrayed Azula and joined the gaang during "The Crossroads of Destiny" there is the possibility the world would be worse off for it. Zuko doesn't know what he wants and doubts if he made the right decision, there is no reason why this would end if he joined the gaang instead. Rather there is a possibility that he betrays the gaang at a critical moment and secures a Fire Nation victory. Or he could realize this is where he is supposed to be and help the gaang win the war on "The Day of Black Sun".
I don't think Azula was wrong for giving her brother everything he though she wanted. There were bad reasons and not everything was best for Zuko. But I think Azula wore blinders to these and would have a hard time understanding them without help.
After the Series ended everyone would agree that it was wrong for Zuko to join Azula (including Azula). But I think they would make Zuko responsible, because ultimately Azula really did give him free agency to choose. That Azula fulfilled her promise won't be something they blame Azula for.
