My request is how the foundation workers would handle working with a GOI/POI. I feel like with how rigid and almost corporate foundation is dealing with someone on the "outside" might subvert a few things.
You've unfortunately hit my weak spot in SCP, which is the GOIs. Some of them I am extremely familiar with (The one I'm most well-read on is the UIU, and that's unfortunately not one that I think would be the most relevant across this topic), others...not so much. Usually when I write these blurbs, I try very hard to do some research into what is actually written about the characters and how I can extrapolate that into an answer to the question, but this one required a lot of research because I wanted to at least familiarize myself with every organization possible to give the best answer here. So, I guess what I'm trying to say is that this is my best honest attempt at this, and I am sorry it took so long.
The organization Clef is most likely to get along with is the GOC. I can't think of a Tale that outright contradicts the specific canon in which Clef worked at the GOC for a while before working for the SCP Foundation (although there likely is one). What I don't think is given the focus it deserves is that Clef's job description doesn't change all that much between the two. The Foundation and the GOC tend to be on the same page when it comes to Reality Benders, and Clef's job at the Foundation is, in many cases, dealing with Reality Benders. So, if he had to work with a Group of Interest, I could certainly see it being the GOC on some sort of bixby-hunting mission. I think it'd honestly be Foundation-approved too. Sometimes the two groups work together on particular instances, and I believe a dangerous reality bender is a case they'd allow. On the flip side, I'd say Clef is pretty unlikely to work with any group or person that is based around the use of anomalous properties because he can't trust them. He's known for containing and killing persons with anomalous traits, so if he had to work with one of these groups, it'd have to be something extremely necessary for him to entertain any sort of cooperation unless it's a step in a much larger scheme. This encompasses a lot of different groups. I don't think Clef holds any sort of moral opposition to working with GOIs simply because he's been a Foundation Agent too, and would do it in cases even if he's told not to if he deems it necessary.
Kondraki's personnel file states he's strongly in favor of SCP Weaponization. Despite that, I don't know if he's explicitly willing to work with the organizations that focus on weaponization. I know the GOC does at some points. The COUC, which has since been absorbed by the Foundation, did occasionally weaponize SCPs. However, with them having been a part of the Foundation for 100 years, I don't know if it's right to necessarily categorize that as a GOI. I don't think Kondraki would work with many other organizations, even if their goals are similar, because he doesn't want to deal with it. I think he fully believes the SCP Foundation is fighting for the least of the evils, and I don't think there are many other groups that he would necessarily be fond of working with. One of my favorite GOIs in non-English is the Chopinian Cult, and while I don't think Kondraki would work for them, I could certainly see him and the 408s working to minimize the dangerous effects that they can cause.
Gears would very likely not interact with any GOI on his own. In specific cases relating to Site-19, he would be able to approve contact or cooperation initiatives between the Foundation and whatever group. Despite my belief that some groups are fundamentally at odds with the Foundation, I do not believe that Gears holds that predisposition. He'd more be focused on the interactions in particular situations, potential conflicts, and deciding if the risks posed are lower or higher than the risks posed by doing it without any outside intervention. However, I don't think he'd be jumping at the opportunity to work with any of these groups. On specific situations, there is a benefit, but even so, any reliance on any other organization (especially one that the Foundation does not get along with very well) could hinder progress in the long run.
I believe Iceberg would be interested in working with Andersen Robotics, or at least, with Andersen Robotics tech. If I recall correctly, he's a Mechanical Engineer, so I believe he'd be curious about why certain tech is constructed the way it is. Due to his association with Gears, he would be pretty hesitant to openly work with any GOI, but a fascination with a GOI's work is not as frowned upon within the Foundation. However, I believe he was prevented from being promoted to a higher clearance because he showcases a lot of tendencies deemed negative. A few of the tales that involve him also involve him overstepping, so I believe the Foundation would be keeping an extra eye on him to make sure he stays in line. If he expresses too much of an interest in the topic, he might be prohibited from researching it in the future. If anyone were to be assigned to work with the UIU, it'd be Iceberg because he has worked with the US Government before. It's the most practical choice for the job, but it does not make him any less furious about being assigned to work with the "useless illusion unit".
Unlikely to work with outside agencies. He's a therapist, so he's not necessarily working with the Scips, and therefore, probably not working with groups based on the sole difference is their beliefs on what to do with anomalies. I do believe at one point he requested to work with humanoid SCPs and was denied, so I could see him working with an organization to try to have sessions with humanoid anomalies. However, he's probably learned his lesson and is not going to put himself at any higher risk of death, so all the organizations that focus on giving anomalies autonomy are probably out. I could see him working very closely with specific non-anomalous individuals that came from GOIs for various reasons. To gauge if they still maintain allegiance to their previous organization, to talk about the things that they did while in those positions, that kind of stuff. I could very much see persons from GOIs being assigned a higher rate of therapy than once a month, so he might be working with them all. He has to constantly do his research on what the new organizations are and gets emails about them every time he is running an evaluation on someone who came from a GOI. Clef likes to spend his time trying to convince Glass of fake groups to mess with him. Overall, he is very knowledgeable about many of the groups and works with people who have worked there previously, but likely does not work with other GOIs himself.
I could see Rights holding negotiations with a lot of the organizations. To do that, though, it has to be an organization that the Foundation would want to hold negotiations with, meaning they are not inherently opposed to the Foundation's mission, and they sometimes share goals similar enough that the Foundation can come up with plans with them. I imagine this typically extends to organizations like Wilson's Wildlife Solutions, Goldbaker-Reinz, and the UIU, although in some situations, it can extend to a situation where the Foundation begrudgingly has to work out a deal. This would be groups like MC&D or individuals from Parawatch. Rights is extremely capable of negotiating and is extremely effective at it; she's almost always able to create situations and circumstances that are highly favorable to the Foundation.
I have a few Tales that I associate with the Task Forces' view on these topics, but those tales aren't specifically related to Strelnikov or his particular actions. I believe he'd still at least act similarly. I believe he would work with any group if their goals were the same or if it was necessary to get his team out alive. I don't think he's opposed to lying about it or creating a circumstance that smooths out the details, and I do believe that more than half of the MTF leaders are at least willing to lie that "Nobody did it" when one of their agents screw up. There are certain groups I do not believe Strelnikov would work for, and those are just because the views of the Foundation and those particular groups don't overlap very often. I believe the biggest examples I can think of are the Chaos Insurgency and the Serpent's Hand, as the CI exists to destroy the Foundation, and the Serpent's Hand is against containment of Humanoid Anomalies. So, I believe in the case that Epsilon-5 ran into one of them, their goals would be contradictory.
In the future, I am possibly planning on adding Dr. Sophia Light and Agent Troy Lament to my lineup upon request just to test it out and see if I am able to write them in a way that checks out with what has been written about their characters. I am also open to different personnel, as long as I can find enough to hint towards them having at least one fleshed-out canon in the Tales. I try to do some research for most of these writings (because I love doing research for these, I'd honestly cite my sources if I didn't think it'd scare people away) so if there isn't enough for me to form an actual opinion or come up with an educated guess on how someone would act, I don't want to misrepresent them. But, I am excited to test this out at least once in the future!
