In the first season of green eggs and ham, on episode 12 and right at 8:15 left, the speaker talks about Mr. Snerz's physical appearance before the man heads on stage and says "Standing at 4'3!, 4'9 with the fur!"
he is talking about the wig he is wearing here which clearly adds to his height. In Philip's government file, he is stated to be 4'2, but comparing him to Snerz he does NOT look 4'2 because his legs and torso are much longer in comparison. Sam I am himself is around the same height as Mr. Snerz (if not an inch or two shorter),
so this would presumably make Sam taller than Philip but we can clearly see in the many episodes of season 2 that he is not. So I'm guessing Philip is actually 4'9-5'1 (with the hair lol) but they probably just wrote it down without thinking it through🤷♂️
