3b) I will determine this by the following: Do they have the Dragon Type? Do they have the Dragonblooded Subtype? Is there canon lore either stating or implying a Draconic origin? Is there a strong connection with dragons in canon?

Create A Pure Ouroborus Constest
This is a contest to see who can create a Pure Ouroborus, a species created by me.
Now, what is a Pure Ouroborus? Here’s a definition:
The long answer, however, is that a Pure Ouroborus is any Awakened (dragons) that is capable of changing into and becoming any species of Touched (dragons and their less powerful kin.) The important distinction here is that a Pure Ouroborus, while in the form of something Touched, is that species. A normal dragon could shape shift into a cobra or a tiger, but they would still be a dragon in disguise. A Pure Ouroborus that transforms into a cobra or a tiger is, in their entirety, a cobra or a tiger. They do not merely take on the shape of Touched, they become them.
Tl;DR: A Pure Ouroborus is a species of dragon that can transform into any dragon or dragonkin fully. There’s no time limit for how long they can remain in these forms, and they breed true while they are these forms.

Finally, how/why they are a Pure Ouroborus, since there are only three canon ones in my lore.
Now, you’re probably wondering about the Power Level. It’s on a scale of 1 to 10, with 1 being the most powerful and 10 being the least. I will use my own characters as examples.
Ouroborus Himself: Full and complete control. Can become exact copies of individuals in body, mind, and spirit. Only Ouroborus Himself can be a Level One.
Landilizandra: Full and complete control. Can become copies of individuals, not the individuals themselves.
Drakulis: Complete control, yet limited stamina. Thanks to his alterations to Satan, Drakulis can access his son’s Pure Ouroborus abilities. However, since he is not naturally one himself, he must change back eventually, something a true Pure Ouroborus does not have to do.

Nero: Partial Control. Can become any species, but is always black, and always keeps his eyes. Is prone to reverting back to his birth form when stressed.
Imperfect Ouroboroi*: Limited range. Can transform, but usually is limited to a specific Clade, usually the one they were born into. (Note: Imperfect Ouroboroi are not strictly speaking Pure Ouroboroi, their Touched Signature is different, but their abilities make for a good example of what a Level Nine Pure Ouroborus may be like.)
Satan: Fully a Pure Ouroborus, but cannot transform.
Levels Four through Seven have no examples, but the idea of what limits there could be. Note that only Level One, Level Two, and Level Ten are set in stone. Your Level Eight does not need to have the same handicap as Nero, but it must have one on par with his.
