This theory is that the Veil is failing anyway regardless of if Solas takes it down or not
Evidence 1
The Biggest piece of Evidence is the breech in Inquisition itself.Stable structures don’t rip or tear … the veil is an interference with nature not a part of the natural world the natural world will have to restore itself
Evidence #2
Think based on Solas’s choices and approvals in game exactly what would have to happen to drive him to a point he is willing to kill literally everyone … which directly contradicts his in game likes and dislikes in which he usually favors the more peaceful options or harsh punishments only for those who really cross a line so what would drive somebody who takes killing as a last resort including advising Cole against it what would make a character like that be willing to kill an entire reality?
Mercy
To make an otherwise slow and agonizing inevitable death quick and painless for those who will die when the veil collapses anyway…
This however overs a solution that isn’t just kill the Dreadwolf and that potential solution to save both worlds is to find a way the new world can gradually gain exposure and tolerance to fade energy and one of the biggest pieces of proof there is for this (Fade energy being survivable.)is Anders

This quote is a throwback to DA:1 so sit with me a second longer
The sky did open Wide with the breech the breech was Solas’s botched firet attempt interrupted by an unexpected magical fusion… the Inquisitor absorbing the energy of the breech and being able to close it… Solas figures this out fast because its the exact reason his first attempt to bring the veil down failed.
Anyway the part that makes this relevant to the Sandal quote
“Is one day magic will come back all of it. Everyone will be just like they were…”
That is Solas’s whole goal in removing the veil Everyone being just as they were because the depletion of magic is unnatural to THEDAS’S environment
Lastly the Veil has to be removed and will be regardless of the choices in Dragon Age: Dreadwolf
