He is working here on an old sail. What unfortunately cannot be seen here is that thin or worn sails were often given a coating of wax or oil to renew their effectiveness. The treatment itself was called a "dressing down" and the term eventually came to mean a reprimand or admonishment given to a subordinate in hopes of effecting better service.
