So this is a quick overview of the different collections of Doctor Who comics out there, because it's not that scary actually.
The one thing about Doctor Who comics that does get a little complicated is that unlike other mediums, there's not really one Doctor Who comic publisher. Like if you're looking at books, that's Virgin Publishing then BBC Books, and if you're looking at audios that's Big Finish. But there have been a lot of comic publishers over the years. I'm gonna be focusing on the two big ones - DWM and Titan - but I'll include a list of other publishers at the end if you're curious.
Doctor Who Magazine comic collections
So Doctor Who magazine has been running a comic strip since its inception in the late 70s. This series has been pretty ongoing, and will occasionally reference stories from prior incarnations, but as a general rule of thumb, each new Doctor is a safe jumping-on point. The original comics were pretty lose in their interest in tying in directly to the tv show and had... highly variable quality. Both of these things would get ironed out during the Seventh Doctor era, making the Eighth Doctor era my recommended jumping-on point if you want to bypass all that. The biggest through-lines between these comics that bypass are the recurring characters of Shayde, Maxwell Edison, and Fey-Truscott Sade, so I'll let you know when they show up.

Titan Comics Collections
So Titan comics works a bit differently in that it was, for a while, publishing lots of different comic lines at once, all of which were kinda unrelated to each other and most of which were telling their own dedicated storyline. After about three years of that, all of the lines were cancelled and replaced with a line that starred the Thirteenth Doctor at first and then sorta devolved into whatever the authors felt like doing.

These are other places to have written Doctor Who comics. I don't really expect you to look into these, but I want to put them on here for completeness's sake.
Tv Action! - the original 60s tie-in comics. Features Dr. Who travelling with his grandchildren Joan and Gillum, to give you some idea of how in-continuity they are. Mostly hilariously bad, occasionally horrifyingly racist.
The Daleks - the OTHER 60s tie-in comics, starring the Daleks. Surprisingly good if you're interested in early Dalek history.
Radio Times comics - a short-lived run starring the Eighth Doctor that got cancelled pretty quickly. Eventually got tied into the EDA continuity by the guy who wrote them.
IDW Comics - they ran an official comic line before losing the license to Titan. Technically I could have included a third section for them but I didn't because that would be overwhelming and the comics aren't actually good enough to justify that.
Cutaway comics - the modern successor to DWM's backup strips, telling random stories in whatever parts of the universe they can license. Pretty good. They're the one to have done the Paradise Towers comic if you're interested.
Another Doctor Who comic companion piece, with Majenta Pryce added to the line-up! There will probably be more over time (because why not have as much fun with these characters as possible) but it'll probably run along at the pace that me and my friend go thru the comics, so right now we've got the main/longest running/most often appearing set of original to comic companions.
Ten's outfit specifically is from the comic story Agent Provocateur (as recommended by @poisonbat).
