Half of why Kameo in a Magnus Archives crossover wouldn't become a Fear Avatar is due to her being the current wielder of the Transformation Magic. Her world's native Elemental Entities are not going to let her be suborned by foreign powers.

If her tendency to lean into Warrior Focus and the bonus points game of battle gives her a natural inclination towards some of The Things That Were Fear?

Tough. She has the Element of Power, the Wotnot Book and all 10 Elemental Sprites. As the one who becomes the Elemental Warriors, wearing their forms, channelling their power; the Fears can not have her.

Instead they are opposed by her. The more physical manifestations (monsters, Avatars, artifacts) of the Fears' attempts to gain a foothold in this world repeatedly eradicated by a high spirited, relentless, teen aged super weapon. As for the more... non-corporeal attempts by the Fears to enmesh themselves in the fabric of this world.

The very existence of the Elemental Sprites, entwined with the base nature of the world, rejects the Fears. Should that prove not enough, well, there are other conduits who could be called to arms.
