Izana came to the conclusion that promises have to be broken because he never actually managed to come back to Emma and had to make somewhat peace with it, and so he convinced himself that promises should be broken, that he didn't care about Emma anyway, and that she didn't care either because she never visited just as he never visited her, so it was okay.
BUT WHAT ABOUT EMMA HUH. EMMA WHOS NEVER LISTENED TO, EMMA WHO IS A BYSTANDER AND WATCHES AND LURKS, EMMA WHOSE PROMISE WAS BROKEN AND WHO COULD DO NOTHING ABOUT IT EITHER. EMMA WHO REALIZED SHE'D NEVER SEE HIM AGAIN, THAT IT WAS A LIE, JUST AS SHE'D NEVER SEE HER MOM AGAIN DESPITE HER LYING ABOUT IT TOO.
