ah yes, because never, in the history of the world, have bullies laughed as they bullied someone. who’s ever heard of such a thing? everyone knows that bullying is always driven solely by cold and emotionless calculation, never by bullies finding it amusing, hilarious, great entertainment to hurt their victim, who totally deserves it anyway. any behavior that the perpetrator finds humorous is by definition harmless. If you are hurting someone because you think it is funny, you obviously do not have ill will towards them--look how happy you are! any given action is morally acceptable and correct if the perpetrator got a laugh out of it
