Welsh is a Celtic language - specifically a Brittonic one. (Which means it’s really not that related to the other Celtic languages in Britain, Irish and Gaelic.) Other Brittonic languages are Cornish, Breton and Cumbric. (Cumbric is now extinct, Cornish has been deliberately revived, Breton is still alive, but looks endangered.)

The word Wales (and Welsh) derive from the Old English word wealas, which means slave/foreigner. I’m sorry, Wales.
There was a 19th century push to get Welsh children to stop speaking Welsh and speak English instead “for their education”. Something similar could absolutely have happened in GL, if Wales was ever under direct English rule. I headcanon that Glain literally never speaks English to Jess or Morgan, despite being able to understand every word of it
