If it were up to me, once a priest is ordained bishop and incardinated into a diocese, he can't leave for another assignment in another diocese. Using dioceses as stepping stones and training grounds is a repulsive practice. It perverts the local Church and turns it into nothing more than political maneuvering. The people of God in a local Church deserve better. They deserve someone who isn't one foot out the door waiting for the call from the Vatican to head another, (in their mind) better diocese.
