Erich's comment: It's a strong Germanic-sounding word that to me means more than just "get the hell up." It's a call to action. Otherwise I'd use the word awaken, which sounds gentler. I would never say we're going to awaken the troops. But I would definitely say we'll ROUSE the troops. Awaken indicates they have an hour or so to sit around, eat, talk and get ready for action. Rouse says there could be serious s@#t hitting the fan any second and they better be prepared. Notice the synonym "excite". I'd say rouse is really a combination of awaken and excite.
