☹ He has, but the desire has never been strong enough. However, he will act if either one of two happens. 1. Veigar's a large enough threat to the land itself in which he can no longer run from. 2. Those close to him are unable to get out of Veigar's crosshairs for whatever reason. And if he does, he will do it on his own terms. In a environment of his choosing, backed up by the collective consciousness of the land itself on the grounds that they both see the mage as a threat.

✒ + Hrm... I suppose his parents tried to look for him during the time he went missing, but were largely unsuccessful. I'm assuming they are either killed by Veigar when they rushed to meet him after the Noxus incident or vehemently rejected by Veigar and wilted from heartbreak.
