As far as I can make out the Elder Scrolls Online will be released sometime in Spring 2014, exact release dates have not yet been specified.
The game will function on a subscription model, costing $14.90 a month. You will get unlimited play for 30 days after you purchase the game. To be able to continue you will need to buy a monthly subscription. Apparently there will be discounts for purchasing several months at a time. How much the game will cost initially will, I guess, depend on where you buy it.
A lot of people are annoyed with the subscription thing but apparently it means that you will get 100% of all content and features (you wont have to pay more to unlock new stuff) and new content will be added on a regular basis.
