One more update for today: there's a new outfit coming for this year's morphable! Robes of Truth and Law. Looks nice, I bet it will dye well.
My one qualm is the long skirt, because of how they're animated in ESO, stretching around the legs. For me this is too much of an eyesore to wear any long robes, dresses, etc:
Not that I think this animation will change any time soon, or ever.
Rather, I'd love to see more options with nicer silhouettes, like the ever-popular Celestial Breeches:
Or asymmetric cuts, like this Egg-Sister fit but longer. It's more flattering than awkwardly-flared straight-across skirts (ahem, this), and the asymmetry together with lengths that show leg will look far less rubbery when moving.
Honestly though, this one wears the Drifting Sand Tunic and Sash 99% of the time! (Even after obtaining some very expensive motifs. Ouch.) I hope it comes back to the Crown store so I can get it on EU, too :)

The above posts answer the following, but since these are the main questions that come up, I'll re-paste here:
How does it work?
Like time of day control, this tool was never meant to introduce new weather. It's to give us control to select skyboxes / weathers that are already present in a home.
So that we can present lighting as intended, build without eye strain, etc. Most houses with a normal skybox support this feature, as expected. Many "realm" houses with one preset skybox do not. List above.
There are a few weird exceptions, some will need bug reporting on PTS. For example it currently does not control projected light from windows, but should. (Or, those windows need a separate control.)
When / how will we get it?
We don't know, but:
From the patch notes: "[it] will be available to earn later this year."
It might follow the pattern of the time-control furnishing for event tickets.
However, because this year's event items are Julianos-themed, while the weather-changer and several other datamined items are Kynareth-themed, my guess is that it might be part of a Kynareth-themed Golden Pursuits or "season".
