The security committee role and how to interact with journalist.
Historically it is known as the D notice system and it is widely misunderstood because people think that it is an instrument of the government and it is not. Some people claimed that the D notices been used to silence the media, but definitely, they do not protect government embarrassment, corruption, or misbehaviour. Even with the royal family have nothing to do with the national security. It is not a media or a government committee but it is a joint committee. There is five government members committee and there are 16 media members, people who can speak on behalf of United-kingdom media and it is interesting. The Committee is completely independent and does not report to nobody. “The role of the corporate information security steering committee has become an important tool in the quest for a coordinated corporate security strategy” (Scholtz, 2003) it provides advice only to the United-kingdom media in order to avoid the inadvertent publication of material that would damage the United-kingdom national security. There are five areas of national security that both the media and the government have agreed are national security that needs to be safeguarded. Thus, the security committee is able enough to advise the editors on what to publish based only on those five areas. The first notice is military operations, plans and capabilities. Cleary journalist does not write about the military plans in the media before the operations, therefore, the enemy cannot know the capabilities and take action to count on those plans that lead to the danger of the national security. The second notice, nuclear and non-nuclear weapon systems and equipment. The journalist does not give away details of military equipment. Military counter-terrorist forces, Special Forces and intelligence agency operations, activities and communication methods and techniques. This third notice is wildly used. Mainly, it is everything to do with bites and peace in the media for time to time that counts into terrorist operations. Journalists have been asked also not to publish physical property and assets. Finally, the fifth notice is personnel and their families who work in sensitive positions. The security committee asks that their names not to be published or broadcast their sensitive personal information, because it would have led to threats for the family or to the person who is working in a sensitive position. In conclusion, the government which it concerns itself to be responsible for maintaining national security and the lives of those people to be protected and the United-kingdom needs for freedom of expression to keep the public informed and aware of what is going on. I strongly in the importance of press freedom and I believe the notice system is fully compatible with press freedom.
