Effect Definitions:
Critical Hit is a granted effect that will make an attack do double damage. Critical Hit does not stack and if there are two sources of it, the highest percentage will be used.
Evade is an effect that will let a character dodge attacks for the turn it is active. It is a granted effect. Characters with Status Ailments cannot evade, and attacks such as Chase, Counter, Magia, and Doppels also cannot be evaded. Evade does not stack and if there are two sources of it, the highest percentage will be used.
TLDR: “Beach Nagisa's Afternoon Naptime” is Enhancement Fodder. This memoria is exclusive to the “Night Fairytale” event shop. This is event memoria and it should be kept in case of a rerun.
Review: “Beach Nagisa's Afternoon Naptime” is an interesting memoria with a few problems. The biggest issue it has is that neither of its effects will stack, meaning that you can’t increase your Critical Hit chance higher than 40% or your Evade higher than 35% when using this (unless you’re using another ability that gives you better effects, but that would make using this memoria a complete waste).
Another thing to note here is that the effects don’t have any synergy. They don’t work against one another, but you probably won’t find yourself in a situation where you need both Critical Hit and Evade at the same time. Of course, you might be in situations where you want to deal more damage while protecting yourself at the same time, but there are many better memoria in the game that can do this. But let’s address each effect separately before we discuss alternatives.
Let’s take a look at Evade first. There aren’t actually that many active memoria that can let you Evade in the game:

“Lightning Blitz” is a Crossover event reward, so realistically your only two options of having active Evade from a memoria would be either “I Love It So Much That I Can Fly” or “Good Things May Lead to Disaster.” Both memoria give an extra 5% Evade chance when max awakened, but these percentages are low enough that they don’t feel worth using.
Evade is a defensive move. What better method is there of protecting yourself by denying the enemy a chance to hurt you? But this only works if the Evade itself actually works. The 35% chance offered by “Beach Nagisa's Afternoon Naptime” is low... maybe one attack out of the three will miss your character. Why deal with such bad odds if you can use a more defensive memoria instead, such as one that gives Damage Cut or Defense Up?
Really, the Evade chance here is like a bad gamble-- you have a chance of taking no damage at all, or taking every hit thrown at you with no reduction in potency. And funny enough, that’s how the Critical Hit on this memoria works as well.
Comparing the Critical Hit on “Beach Nagisa's Afternoon Naptime” can make the memoria seem temporarily viable:

Somehow, this crappy little event shop memoria offers a competitive amount of Critical Hit when compared to other memoria in the game. However, we come back to a problem: Critical Hit doesn’t stack. Why use “Beach Nagisa's Afternoon Naptime” when you could use the unlimited three-star memoria “Girls With Glasses on a Date,” which gives an extra 5% chance? Normally a measly 5% chance is negligible, but Critical Hit doesn't stack after all-- why not get the highest percentage you can, especially when the alternative isn’t hard to get?
Really, the problem with this memoria is that it’s gameplay is about gambling with bad odds. You might get a Critical Hit off and you might be able to Evade an attack, but you also might not. If this was a case where it’s hard to acquire memoria that can increase damage while also protecting you then it might be understandable why a person would use this memoria, but this isn’t the case. There are many better memoria that can do this better than “Beach Nagisa's Afternoon Naptime” can, and some of them are just as easy to grab:

If you absolutely must use Evade or Critical Hit, then you’re better off using connects to do so instead.
Overall, “Beach Nagisa's Afternoon Naptime” can act as a cheap way to protect a unit and increase their damage for one turn, but you can easily use unlimited three-star memoria for better results. This memoria is ultimately Enhancement Fodder.
