Primary function: To flood entire cities with toxic sludge created from the trash and pollution he gathers
At first he seems like a friendly and very helpful little cleaning experiment (who makes dolphin sounds,) but in reality he is designed to ingest trash and pollution from his surrounding area, growing exponentially larger until after a certain limit he goes through a metamorphosis, turning into a walking pollution factory that greatly harms the environment and attacks anyone who gets in his way (and now makes monstrous roars.)
He metabolizes the gathered waste material into thick toxic sludge and releases it in order to cause devastating environmental disasters and to flood entire cities. Natural air fresheners can dissolve his sludge, revert him to his normal size and tame him. After being rehabilitated, he just cleans and it appears that he can even turn into and control his larger form to fight for good.
