Hi judge! Question about the interaction between Runaway Steam-Kin and Experimental Frenzy: let's say I have both in play, and Steam-Kin has 3 counters. Can I announce I'm casting Shock off the top of my library, then look at the next card down before I decide whether I'm using Steam-Kin's ability to pay for Shock? And if I do use Steam-Kin's ability, will I still get a +1/+1 counter from casting Shock?
No, the second ruling on Experimental Frenzy applies here:If the top card of your library changes while you’re casting a spell or activating an ability, you can’t look at the new top card until you finish casting that spell or activating that ability. This means that if you cast the top card of your library, you can’t look at the next one until you’re done paying for that spell.
The entire time I was building this deck I was thinking the one thing you always want to find yourself thinking whilst deck-building: I really want to build and play this deck.
This did, however, mildly affect my deck-building process in that I included every single fetch and shock (bar Marsh Flats) because I already own them and they make the deck significantly better - I’d suggest if you’re on more of a budget, Maze’s End and every gate.
The essential base concept of this deck is to manipulate your top card to your desires, and to that end it includes multiple cards letting you look at and play the top card of your library, and essentially every single decent shuffle effect out there.
I could wax lyrical about this deck for hours, and how and why each card is included, but instead how about you go take a look at it and see if you can figure it out yourselves - it’ll make you a better player. And if any card or choice I’ve made doesn’t make sense to you, as always, feel free to shoot me a message.

Greetings readers and writers, and welcome back to a new prompt! This time around we’re doing a card that got a lot of attention here on Tumblr when it was first spoiled, both for its mechanical potential and because of the relatability of its flavor text, and that is quickly affirming itself as a solid engine for some decks on Arena. I’m talking, of course, about Experimental Frenzy!
This card’s illustration is kind of like the effect: it’s messy, throwing you right into the mix with no idea of what’s going on! So, of course, the writer’s interpretation is essential here: Who are these people? Why are they all in a frenzy? What will the end result of their experiments be? That’s entirely up to you!

If I have a Sneak Attack & Experimental Frenzy in play, can I pay a Red to place creatures on the top of my library into play? Thank you for all your hard work.
No, this won't work.Sneak Attack only allows you to put creature cards from your hand onto the battlefield, not creature cards from other zones. Even though Experimental Frenzy is letting you treat the top of your library like it's part of your hand, it's still not part of your hand and thus those cards can't be Sneaked in to attack.
Can you suspend Rift Bolt if you have Experimental Frenzy in play? Part of me says no because of CR 702.61a (Suspend N—[cost]” means “If you could begin to cast this card by putting it onto the stack from your hand, you may pay [cost] and exile it with N time counters on it. This action doesn’t use the stack") By a similar strain, could one cast a spell then suspend a card if a player controls Rule of Law? Thanks!
No, you can't.You can only suspend a card when you could normally begin to cast it from your hand, so you can't suspend a card from any zone other than your hand and you can't suspend a card in your hand if something (i.e. Experimental Frenzy's ability) prevents you from casting it from your hand.
