If I have a Sneak Attack & Experimental Frenzy in play, can I pay a Red to place creatures on the top of my library into play? Thank you for all your hard work.

No, this won't work.Sneak Attack only allows you to put creature cards from your hand onto the battlefield, not creature cards from other zones. Even though Experimental Frenzy is letting you treat the top of your library like it's part of your hand, it's still not part of your hand and thus those cards can't be Sneaked in to attack.

Shifting Shadow on a creature my opponent controls. The creature dies but who gets to flip cards from the top of the library?

Shifting Shadow grants the ability to the creature it enchants, so that creature’s controller will get the new creature.
