Despite obsessing over these two I have not solidified a whole lot of their relationship lore yet.
I have a good feeling their romance was slow burned, and when they did get together it shocked a lot of people as it was an unexpected development.
Syn 100% fell first and Fab fell harder.
Because Syn is such an anomaly, and the Speed Force is still allegedly an unknown, there are a lot of science labs across the solar system that want to get their hands on him to study him, but he won't let them and that infuriates a lot of people. Justice League A at John Fox's urging actually had to intervene to get some interested parties to back off of him. He's basically a hot commodity.
Additionally, because Syn is so unknown Cadmus put up a pretty big stink about Fab deciding to be with him, and actually tried to order him to break up with him, which inevitably pissed Fab off, which then pissed Superman One Million off. They eventually relaxed about it, then asked Fab to basically run some covert experiments on Syn so they could study him from a distance 🥴 ... That went over about as well as you can expect.
Random headcanons
1.) Fab doesn't like living in the Tesseracts and he opts to live planet-side. This is pretty eccentric for the time and even 'punk' behavior.
2.) I've mentioned this before and I'll mention it again, Syn is basically the reconstructed being of the scout of Bart's that was incinerated on Apokolips. He spent 85000 years in the Speed Force being processed before being spat out with no memories. While in the speed force as pure energy he did come into contact with other speedsters and absorbed some of their residual memories because he was interacting with their energy for a long time. Initial scientists believed this to mean he was some sort of composite and amalgamation of speedster energy - they were wrong.
3.) John Fox named Syn, both calling him "Impulse" and eventually Syn. John knows full well what Bart looks like so when he saw him it was easy to name him Impulse - Syn came later when Syn requested John help name him and he provided him a list of options. Syn is short for Synapse.
4.) Fab named himself and he didn't wait very long after his birth to do so. Cadmus initially, like with Kon, just referred to him as Superboy and did not provide him with a name or much individuality (he even had a buzz cut). Fab was very quick to find out who he was.
5.) Fab might be a clone of Kon but he's very different and even has completely different hair texture, rocking 4b coils.
6.) Fab's TTK isn't quite as good as Kon's - he has it, he can use it, but he uses it more as a sense than as a weapon or ability. He doesn't like using it offensively because, ick, he can feel that person.

When Syn and Fab were starting to get really serious and were experimenting with intimacy Syn was genuinely afraid of somehow, someway, exploding Fab's dick off with his Speed Force energy.
Fab tried to reassure him that he highly doubted that would happen, but if he did, Cadmus could just build him another one.
He'd probably break up with him, but Syn didn't have to worry about permanent damage.
Syn zapped him a little anyway, it put the fear of one million gods in Fab when it happened, but then he found he liked it.
