The Pet Stories devs were so lazy with the faces compared to how they were in Life Stories. I haven't run the full numbers on all the converted 'hoods but there's a significant drop in how many Sims have unique faces in each 'hood. I'm gonna look into that now...
For our purposes, I will be dividing Sims into three categories: Unique, Tweaked, and Template. Template Sims use an unmodified face template, Tweaked Sims are almost a template but have had one or two features at least slightly modified, and Unique Sims have a face that is clearly modified (sometimes by combining features of multiple faces, sometimes by multiple noticeable tweaks, sometimes between two face templates as if the right-click function was used).

With 9 of 13 Sims all created using the exact same unmodified template, Arbor Falls has the worst case of Same Face Syndrome in the entire game, hands down.
