For that reason she is a candidate to be a Beast 6 in the form of mother harlot, and in fact nero bride can summon one of the six heads of mother harlot's dragon (the 666 Beast) as one of her minion.

Something probably important to note, back then Nero was considered kinda synonymous with just Rome itself, so it was less veiled insults to Nero personally but Rome as a whole due to the whole "persecution of all christians" that Rome had been doing for the last hundred years.
