I believe Şah was the only one that genuinely cared about Hürrem's kids for who they were. If they weren't from the dynasty she would step over them in the street, but she never wanted them to suffer. She had her very questionable moments, like the kidnapping plot, but I think she was always confident in her ability to keep them safe, even when she was manipulating them. Hatice cared to a point, but by season 3 she didn't care if they died, Beyhan didnt' really interact much with them, and Fatma did not give two hells about any of those kids in season 4.
