Fuller said in an interview we need to be worried about how far Will is going to go in order to bring closure to the relationship. In fact, he says it twice in the same interview (one of the 'tv' sites, can't remember) so that makes me feel the eating thing might be consensual. I don't think it means Hannibal loves Will less, or that he gave up on him (Mads and Fuller have stayed otherwise) but that doesn't mean he won't eat him. In fact, I'm planning on it!
I interpreted Will going too far as Will killing. I honestly thought that Will would kill Grutas. But there are plenty of other opportunities for him to kill.
But, I LOVE THE IDEA THAT IT WOULD BE CONSENSUAL OH GOD.
