Although FELENG is small and weak, it can manipulate other POKéMON just by giving them a pleading look and meowing cutely. 

Cute!  I thought that Feleng’s two-toned orange and brown markings were shading on the sprite at first, but it really is split down the middle like that.  I’m not completely sure, but I think the head marking and the shape of the ears are supposed to evoke a bandana tied over the head like a mask.
