In my mind, silver eyes are a weird sort of Magical Gene. They only come from bloodlines directly related to Oz's past lives, specifically his children and their descendants, which is a large part as to Why they're so rare. Additionally, silver eyes as a trait are mostly recessive (mostly as in, Oz usually has children with silver eyes, it kinda ignores genetics).
Silver eyes, being recessive, can be a gene thats held but not necessarily expressed, and usually needs another silver eye gene in order to be expressed. As a result, silver eyes seem to have a tendency to pop up randomly, even if neither parent have silver eyes, lending to quite a lot of myths about them.
Additionally, silver eyes override the color the child would've usually gotten, and if they have children, the overridden color can still be passed down. For example, if someone with silver eyes and a dark eye color gene has children with someone with blue eyes, theres a chance their child could end up with dark eyes than silver or blue.
Basically: silver eyes are rare due to these things, but pop up randomly, lending to a lot of myths surrounding them, especially considering their abilities.
The myths surrounding silver eyes vary quite a lot from region to region, but the most common one is about silver eyed warriors; what we hear about in canon. In the modern day, silver eye myths are of course considered just that- myths, and they're not too common either.
Historically, in some areas, those with silver eyes have been considered to be more spiritually inclined, to be more connected to the line between life and death. Other areas depict them as warriors of light banishing the darkness from encroaching on humanity's territory. Others depict those with silver eyes as healers, others as leaders, others as blessed by their god(s) of beauty.
Essentially, tales about silver eyes vary heavily from region to region, primarily due to the fact that regions on Remnant tend to be isolated from each other, leading to very unique interpretations of the same thing. None of them are necessarily right or wrong, though like anyone, none of them are 'predisposed' to being warriors. Additionally, silver eye light does not come from the God of Light.
