According to some design information about the original Final Fantasy VII’s development, Edea was originally created for that game, alongside Raijin and Fujin. However, the production had to halt for a while as the team went to help with Chrono Trigger --- which was in deep trouble and risking to miss their final deadline.  Once they resume with FF7, they reviewed the concepts, and Edea didn’t fit into the narrative anymore and was shelved. This is actually a very nice reference to that time.
