Dhavi didn't know what to make of Inara at first. It's hard not to look up to the person who ended a Blight, but she's also a human, and as far as Dhavi can tell, a moderately well-respected one. Typically, well-respected humans are not Dhavi's type of people.
But upon getting to know Inara, it becomes easier for Dhavi to see the very normal woman underneath—flawed, but trying her best. It's nice to see someone else who is flawed but trying their best who actually succeeded at the world-saving endeavor they set out to do. Almost inspiring, but she won't put that weight on Inara's shoulders.

Well-respected humans are usually not Inara's type of people, either. lol
Inara sees Dhavi first as a beacon of hope - Andraste's Chosen might just be able to restore her faith in something beyond, the Maker or Andraste. Finding out that Dhavi doesn't believe - and later that it isn't true - disappoints her a bit, but she keeps that buried. But as time wears on, Inara starts to fear for this wonderful, vibrant woman. She's terrified that the same thing that will happen to Dhavi that happened to her - some "greater power" will use her for convenience, then doom her and break her heart.
(When Solas leaves her and his identity is revealed, she is proven right in a way that she did not expect.)
