It was probably a wiki user. The uploader (which is found in the historial page) is Cottagecorelesbian. Lou added it in these edits without specifying who designed. There's also a possibility it was designed by someone who commented in the Fandom article page or posted the flag in their Discord, then someone else added it to that page. However, Wayback Machine didn't show comments for me.
