Final decisions are formally executed via the Executive Assembly, hence the name.
This seems to be a fairly efficient form of government. You can’t knock the GDI for utilizing AIs in such a manner. You wish the Imperial Senate would be more willing to handle political matters and not just defer to you on everything. Perhaps there would be some merit in letting your Council of Angels help out with the governmental matters.
You have plenty of angels to spare now that you think about it, and they are willing to serve you. They’re also among the few beings who wouldn’t simply defer to you on all aspects if you told them not to...yes, there might be some merit in this after all...

Seeing the futuristic environment, already it felt like a great departure from the neighborhood surrounding Astrid’s Temple. Heck, it’s far more advanced than her hometown. It’s impressive in its own right. Homura traversed down the streets, taking in all the sights that she can. “So this is what Astrid meant. I wonder if I can find some of her troops here.” A god needing an army seems unnecessary unless she factored in the cursed lands she mentioned.
