Why a Fluctuator is a gadget, not an ability

Using a basically fancy ctrl+F, I searched how many times each ability was mentioned on a hunch
Even rare abilities like Teleporters or Vorciferators are all mentioned at least 5 times
Fluctuators are mentioned exactly once
We see that mere gadgets tend to get fewer mentions that something as important as an ability
From what we know, Fluctuators can change the density of stone or rock or I assume any solid. A Phaser can do the same thing, but only to their own body. If a Fluctuator was an ability, it would be almost identical to a Phaser. I don't think the Shannon would do that. Instead it would be combined into one ability
If Fluctuators were abilities, I think we could expect:
Multiple mentions
Council oversite
Training scenes
A recurring Neverseen or Black Swan member with this ability
Further, tbh Fluctuator sounds more like a gadget than an ability. The ability would probably be called a Terrakinetic and be more prominent
In (my) conclusion, Fluctuator ≠ ability
