It was their first hangout with just the two of them and Hugh decided to take this opportunity to confess and made a whole plan in mind
when the horror scenes come up the tow could snuggle up under the blanket and when the scene where the two characters in their last moment confesses to ecahother Hugh will take their opportunity to confess too!
It was the perfect plan!!!

They ruined their own entertainment just for Bubbles! Bubbles should consider himself lucky
As the two settle in the couch and the movie progresses—
Bubbles doesn't snuggle up but instead points out little details in the scenes

As the scene where the two confess Bubbles grabs the bowl for a refill on popcorns
When they come back the scene finished and Hugh feels sad they missed their opportunity to confess
The movie ends but Hugh is still determined to confess
They see no way else to confess and right when they had the courage to do so—
Bubbles blurts his confession out
He purposely had refilled the bowl out of nervousness as that was the moment they planned to confess too but chickened out on the last second
And they kiss it out probably and live happily ever after
