civilian quirks

Besides shinobi bringing in treats from other lands, clans that go from village to village also do so as well. Most just make treats and weave tales for the children as their parents look on. Although shinobi will always keep tabs on them, they are given a place to stay after being searched throughly. Most don't stay long but one does come along to take it's place. After the attack from Pein there is a lull from visitors and kids where kept away from any new wagons in town.

It is frowned upon to pester a shinobi, unless it's necessary. Being taught this at a early age, that only when it's an emergency do you seek one out. Saying "hello" or anything that requires a short response is welcomed. The more focused a shinobi is the easier it is to keep the village safe.
