Would fostering have been as common Pre-Conquest? Or even gave existed I suppose, or was it something Aegon thought up to further bring the realm together?

Fosterages are a very old method of securing alliances, up there with marriages. In an era of dynastic politics, families are the means to secure alliances, and fosterages are positions of political importance, a sign of favor. Fosterages definitely pre-date Aegon’s Conquest by a very long time.
