Freecloud? I mean there are quite a few years between Lower Decks and Picard, so things could change and look slightly different.
Michael Chabon's detailed backstory for Freecloud, from Star Trek: Picard. It goes on a lot longer than the excerpt here
Freec Out in a Moonage Daydream
I want to go to Freecloud so bad. I don't care that I could get murdered. Vegas-Disney-Capitalist-Hell planet. Mot and Quark are there. They have the only good outfits in the 25th century.

I wonder how much is a conscious homage, and how much is a kind of convergent evolution that happens when you filter a Trek-esque setting through a cyberpunk sensibility?
Freecloud seems like the kind of place that should have some Ferengis on it, so I’ll be disappointed if some don’t turn up in the background.
I like how you can immediately tell that Freecloud, unlike the Federation, is a capitalist economy by the fact that visitors are immediately bombarded by pop-up adverts.
