I honestly think Ringed City had some interesting NPC's. We have Shira who is hinted at to be related to SEATH OF ALL PEOPLE. We have the Abyss Locust who just whispers at us all day and then theres also a bunch of random pygmy weirdos. ALSO THE PILGRIM THAT BECOMES A ANGEL BLESS. Also who can forget Lapp! the almost Siegward of our journey. May be the purest NPC of all! He helps us with treasure and fights bosses, its a shame we dont ever find out if he found the monument. Cause he aint patches
