I love when Who Media gives like nudges to romantic and intimate interactions in Time Lord society.
Some of my favourites are:
Leela and Andred (just overall, especially with most of polite society essentially giving him a massive side-eye the entire time), but especially the things in Lungbarrow:
"Andred treated Leela with a proud devotion, while other Time Lords smirked behind his back. In return, she tried hard to behave in the way that he said was proper and she thought was stupid. But in the secret dark, when they lay together, they giggled at the affectations and manners of the Time Lord gentry and had secrets and made plans that were theirs alone and could not be accessed on a catalogue port or consulted in an authority list."
The implication in Square One, that Time Lords - especially delegates and such - are far from unfamiliar with prostitutes and similar forms of sex workers, yet see it more as an aesthetic pleasure (is the way I'd put it).
"That coordinator, Narvin, he's the one who selected you [...] for his entertainment... Looks the nasty sort. [...] Still, it must be a blessed relief having a Time Lord after you. Well they do only like to watch, don't they?"
(Meanwhile, Narvin is just like "Please, I'm trying to have a serious conversation here...")
Also, those two interventionist agents (from the Shadows of Avalon) having a full-on relationship that is rather highly lewd and suggestive (that they can however not make it public because it would absolutely be unacceptable).
"She nudged Gandar, and he quickly returned their private little salute to each other, a smack of palms in midair that curved into a snake lock of their arms. He always looked so brave in that moment when their stares met. He would die for me, Cavis thought. He really would."
"Cavis lay in the crook of Gandar’s shoulder in their bed of furs, her palm against his scaly chest. ‘I like you as an Earth Reptile,’ she decided. ‘I want to have your eggs.’ ‘I swear,’ he rumbled, ‘that is the only reason you do this stuff. For the clothes.’ [...] ‘And the travel. And the extreme violence. Murder, sex and adventure in exotic frocks. Who could ask for anything more?’"
