Because, like, we see that teachers kneel when asking a kid to be their apprentice/giving their apprentice their robes.
And it makes sense! because by kneeling, an adult can come to eye level with a child, putting them both on even ground. It's a sign of respect.
But then,
Shirahama takes this gesture and completely changes both the context and the meaning. Because Galga is not a child, instead of putting the two on even ground, it places Atwert below him. And just like that, it changes from a sweet gesture to make a child feel seen to a vulnerable, desperate plea for Atwert's lover to stay with him. And beyond that, it looks like a proposal.
It just works so well for the whole situation. Asking someone to be your student is absolutely not a romantic thing in this world, but Atwert changes it into one. It's not romantic because of the gesture itself, but because of who's in it. Atwert is giving up his relationship to keep his love safe, he is turning something he can't do into something he can.
