This is an entry level developmental position designed to equip the incumbent with the knowledge and skills to perform at the target Engineer GS-12 position Through developmental assignments and under close supervision and guidance:

Assignments are concerned with providing architectural/engineering (A/E) analysis of a variety of project tasks and experiences related to duties performed at the target level.

Assist higher graded personnel in planning, executing, and evaluating a variety of projects, which are procedural or limited in scope and complexity.

Assists in the overall project management of various leasing, design and construction projects as assigned, including, but not limited to, planning, acquisition, design, and construction of new buildings and complexes, as well as the renovation of existing ones.

Learning the scope and foundation of agency project manager activities within PBS as described above.

Representative assignments include:

Analyze the A/E issues in the assignment, then select and apply accepted project management techniques and organizational practices. This will determine the most effective methodology needed to meet project goals and milestones concerned with planning, organizing, controlling, coordinating, reviewing, and recommending or approving design, construction and related work.

Assist with basic qualitative and quantitative A/E analytical techniques to research and gather narrative and/or statistical information, applicable work methods, and procedures to meet deadlines

Apply basic project managerial and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

Identify and develop data required for use by higher level personnel in the management and direction of projects.
