Temporary Exempt (TEX), As-Needed. TEX As-Needed position is excluded by the Charter from the competitive civil service examination pursuant to San Francisco Charter Section 10.104 and shall serve at the discretion of the Appointing Officer.
Internship Period
The duration of the internship will be six months, working no more than 40 hours a week and not more than 1,040 hours within a six month period. Upon completing the internship, there is no implied offer of extension.

The San Francisco Planning Department currently has intern openings in our Citywide Planning Division this fall. This will be a rewarding and valuable experience for those interested in the planning field and desire introductory work experience or college credit. Interns will conduct research, collect and analyze data, and prepare draft documents for planning work related to urban design, historic preservation, archeology, housing, and sustainable development.
The Citywide Division is responsible for the long-range planning of San Francisco. The Division develops policy, maintains and oversees compliance with the City’s General Plan, prepares and implements community plans, acts as the urban design resource for the city, and gathers and analyzes data in support of land-use policy. The Citywide Division develops plans and proposes policy on a wide range of topics, including housing, transportation, urban design, land use, and sustainability policy and development of long-range plans at a city-wide or neighborhood scale.
This is an opportunity to work in a dynamic, inter-disciplinary, and innovative department and share in our vision to make San Francisco the worlds’ most livable urban place – environmentally, economically, socially and culturally. We work in a collaborative, team-oriented environment with opportunities to work on a wide variety of projects and topic areas, both individually and on project teams. In performing our planning work, we work closely with staff of other City and regional agencies, the development community, and the general public. Community outreach and engagement is a big part of our work, and we hold frequent public forums to present and get input on our work.
The Following Internships are Available:
1. Sea Level Rise and Resiliency Internship
The Citywide Planning Division is accepting applications for a Sea Level Rise and Resiliency internship.The Citywide Planning’s Resiliency Program is an effort to help local and regional communities and systems become better prepared to withstand and bounce back from disruptive events due to natural hazards. The intern will primarily assist with development and implementation of San Francisco’s Sea Level Rise Action Plan’s communications and outreach strategy. The primary tasks include: research on organizations and stakeholders to include in the outreach program; assistance in scheduling stakeholder interviews; participating in and taking notes during stakeholder interviews; and organizing data collected during interviews. Other tasks may include development and design of communication materials. The ideal candidate should have excellent organization and written/oral communication skills; expertise in PowerPoint and InDesign; knowledge of resiliency and sea level rise principles; and a Bachelor’s Degree in planning or a related field.
2. Housing Affordability and Development Research Internship
The Citywide Planning Division is accepting applications for an intern to conduct research related to housing in the Bay Area. The Citywide Planning Division is responsible for long-range planning in San Francisco. The division is engaged in multiple policy and community planning efforts that seek to address the causes and effects of high housing costs and displacement in San Francisco. This epidemic of unaffordability is undermining the City’s diversity and ability to remain a beacon of opportunity and innovation. To inform these efforts, the Citywide Planning division is seeking to undertake research into various topics related to housing. Specific research topic(s) for the internship will be determined in consultation with the selected candidate and will be chosen to complement other research underway at Planning or other institutions. However, the following questions are particularly of interest to the Department at present:
Assessing any correlation between new housing development (particularly market rate development) and displacement and gentrification at the neighborhood-level.
Isolating the relative weight and correlation (or lack thereof) of various factors that might affect housing affordability of both existing and new housing, specifically including: employment and wages at the local and regional level; neighborhood characteristics (eg proximity to transit or jobs); housing supply at a local and regional level; and quantity and characteristics of new housing development.
Research tasks would include: identifying data sources; compiling, organizing and interpreting/analyzing data; conducting statistical analysis; GIS mapping; writing summary memos; creating charts, tables, graphs, maps and other graphical display of information; creating presentations. The desirable candidate will be enrolled in a Master’s or PhD program in planning, public policy or economics or already possess such a degree. The candidate should be familiar with, and preferably experienced in, quantitative (eg statistical) and geo-spatial research and analytical methods, and have familiarity with housing and land use policy and practices. Candidates should be able to work independently, must have excellent organization and written/oral communication skills; and proficiency in typical software tools (eg Microsoft Office, Adobe InDesign).
Minimum Qualifications
Requires completion of three years (equivalent to 90 semester units or 120 quarter units) of education from an accredited college or university leading to a Bachelor’s Degree in Planning, Architecture, Urban Studies, or a related field.
