A Genocide!Papyrus route where he still can’t kill you actually has the potential to be pretty tough.

As soon as your health drops to one, he ends the battle. So you’re still alive, but have probably used a few of your health items. Now you either have to go to the trouble of buying more food or close your game and go back to your save point. If you use the save point to reset your inventory, you’ll have to go through Papyrus’ speech. I have no doubt that he’d make a speech. Papyrus doesn’t care if you look bored or not, you are going to listen to him. Even better, he notices you trying to skip his dialogue and keeps starting over in order to make sure you’re paying attention to what he’s saying.

With Sans you just had to die and walk up to him in order to keep fighting. With Papyrus, you have to go through a bunch of  strenuous crap in order to keep fighting.
