Peacemaker and vigilante are fantastically written foils to each other. They both have similar ideology, murder is okay because it represents peace. Peacemaker will do whatever he believes needs to be done in order to maintain this fabricated idea of peace. He kills rick flag jr to prevent the inevitable global incident that would befall if the news of project starfish was released to the general public. Vigilante will do whatever he believes needs to be done to punish those who break the law. He doesn’t believe in small vs large crimes. All crimes are punishable by death. But peacemaker—after the death of rick flag—feels remorse for his actions. He doesn’t really want to be this type of person anymore. He feels regret. Whereas vigilante has never felt that. He takes exclusively joy out of having this control over people’s lives—presumably because he never had a lot of control over his own life. But peacemaker doesn’t want to be the killer his father made him out to be, and that is crucial to his character development. Vigilante wants to drag peacemaker back to stagnation of violence and misery. But that doesn’t work anymore.
