He is surrounded on all sides by many, many angry cream-ish white ghosts. They come from different backgrounds but are all screaming at the nobleman, some raising arms in anger.
It's an Enchantment that costs 2 Uncolored mana and 1 White mana. Its rarity is mythic rare.

If I have 2 opponents, one who attacking me and one who has ghostly prison, and I cast windshaper Planetar, can I make the creature attack the player with ghostly prison if the attacking opponent has mana available?
Yes you can.
By the time Windshaper Planetar's trigger is resolving, the creatures have already attacked and so Ghostly Prison's cost doesn't apply to simply reselecting the defending player.

Ah yes, the two enchantments that token decks never want to see. I’m doing these together because well, you’ll often see them in the same deck and they’re the same card except for color. It’s great at shutting down decks that want to go wide, and can discourage attacking until they want to kill you outright. You’ll sometimes see this paired with a few other similar enchantments, but it’s all a way to get some shields up to defend your lifte total. Of course, these ones mean that your planeswalkers are still unprotected, so unless you have some other defenses out there, these enchantments will keep you safe, but your planeswalkers exposed.
