Even though Normal Monsters were the most dominant cards during the first years of the game, they had plenty of limitations compared to Effect Monsters. Normal Monsters don't bring nothing beyond their stats, where an Effect Monster can have all sorts of mechanics and abilities regardless of how strong or weak is in battle. This is what made Normal Monsters gradually lose popularity in many Decks, as overall only the ones with a balance between Level and high stats became staple choices while completely ignoring the hundreds of other monsters.
"Giga-Tech Wolf" doesn't bring nothing outstanding in a group of cards mainly known for their high stats, becoming easily forgotten along many other Normal Monsters from the old days. Overall follows the same fate as the rest of its kind, in which due its below average stats wasn't worth playing until very recently with the expansion of supporting cards arround Normal Monsters. So overall, although "Giga-Tech Wolf" might not be an outstanding choice in battles, the many resources Normal Monsters obtained over the years made it more reliable in other departments as well some supporting effects to stand out against certain threats.
Level 4 Normal Monsters are quite prominent, with the only difference in support depending on a very few aspects of the monsters itself. "Giga-Tech Wolf". Many effects allow us to look for "Giga-Tech Wolf" from our Deck, from being summoned right from it like "Unexpected Dai" or "Rescue Rabbit", to adding it to our hand by a card like "Dracoons of Draconia" or "Painful Decision". Due certain aspects of "Giga-Tech Wolf" there are some additions to the pool to be easily obtianed, like the effect from "Gear Gigant X" or bringing two copies by "Broken Blocker" when defeated in battle. "Giga-Tech Wolf" also has a Fusion to work with in the form of "Labyrinth Tank", further expanding our searching options with the help of "Fusion Consription" and "Fusion Reserve". When comes to Graveyard effects it won't be less supported, as we can go from "Dark Factory of Mass Production" adding it back to our hand to be constantly revived by several copies of "Iron Call" and "Swing of Memories" among others.
A monster like "Giga-Tech Wolf" won't be as different as many other Normal Monsters, even if are stronger than itself. With the many supporting cards available "Giga-Tech Wolf" easily becomes a material for all kinds of bigger summons, going from preparing cheap Xyz and Link Summons to be material of Tribute Summons with the many revival effects arround it. Since has "Labyrinth Tank" to Fusion Summon into it also has some effective methods to work arround it, including "Overload Fusion" which will banish "Giga-Tech Wolf" from the Graveyard for a cheap summon in late game. When comes to fights "Giga-Tech Wolf" might not stand out much on its own, but along effects such as "Limiter Removal" and "Moon Mirror Shield" shouldn't have many difficulties against most enemies we will confront during a Duel.
"Giga-Tech Wolf" is not that different than many obscure Normal Monsters of its era. Since doesn't have 1800 ATK and above was easily forgotten along hundreds of other Normal Monsters, but with the increasing number of tools arround its kind it made it stand out a bit more. It might not be highly efficient on its own, but with many cheap options to be constantly summoned as well defend itself in battles, and the additional resources arround its Fusion "Labyrinth Tank", makes "Giga-Tech Wolf" only slightly less efficient than some stronger alternatives.
