Tian Yi is more like destiny, a course for Heaven’s intention or will. But for Ming (doesn’t it also mean command?) it’s like the fate in fatal choice: you’re doomed. So maybe, Heaven’s commandment? Edict? I’m just guessing, sorry.

Well, the character for Ming is also used for "Ming Ling" meaning command made by the King, which needs to be carried out or you'll die if you don't succeed or oppose to do it. 

However, my dad said that the same character is used, both are pronounced differently when in attached to different words. He does agree that "Tian Ming" has a negative connotation meaning a fate that is doomed. I think both commandment and edict would fit for the context, thank you! =)
