I have been researching how to keep goats in, what to buy, and what it'll cost, all evening. Conclusions: it ain't cheap, but it's probably doable, and after a lot of reading and youtube I think I finally grok electric fencing. Except for corner braces, I can probably do it alone. I still don't know what an electricity is, but I think I can make it function.
