He did! The Figure and STS are the same being. STS is just the physical manifestation.
Another random sketch, I remember this being a godverse au where Germany was the Moon and Prussia was the Sun. Pru and Ger had more unsettling appearances, Ger being more entirely nighsky like this while Pru was just LIGHT because they spend so much time away from humans and only seeing them at a distance they dont really know what humans look like.
I remember england was like a primordial god of the unknown and the dark, while france was the primordial god of earth and nature. Both life and death, growth and decay, predator and prey, and everything in betweeen.

We know that GODVERSE, The Figure and STS are deeply related but not 100% the same, as they are different manifestations of the same being but vary in different aspects when we analyse them as separate individuals. A clear example is how Sans is a sort of incarnation of the figure, whilst GODVERSE lays dormant without any action such as representing itself through a physical embodiment
So theoretically speaking, in a hypothetical scenario. If Sans The Skeleton could awaken GODVERSE in a way which would allow him to interact with GODVERSE, how would that go? Of course assuming for a moment that such a thing would be possible, considering that GODVERSE is not bound to a consciousness or personality. But let's say for a moment that this is the case, how would the situation be like? Would Sans consider GODVERSE as a separate entity due to how different his morals, ideals or goals are? Would he not mind at all? Would he be perhaps intrigued or even try to interact more in depth with his newfound "friend"?

Well, in all honesty, if The Figure found a way to get GODVERSE to... exist, somehow, or be present within the 3rd dimensional plain, he'd likely be dumbfounded. Surprised, out of everything. Why of course, he'd treat and regard GODVERSE as a friend. Obviously. But above all else, he'd be curious. Of course, GODVERSE is responsible for STS' formation, GODVERSE is an entirely different being as a whole. Not only would he question GODVERSE-- and I mean, a LOT of questions, but he would try and make sense of this random improbability.
He'd try and befriend GODVERSE, though.
