Google Search May Use Core Web Vitals metrics from No indexed Pages

Google may use the core web vital data or may not use that from pages within Google’s indexed but the fact is that pages you might explicitly block from indexing, as part of the overall calculation for the upcoming Google Page Experience Update. Eventually, Google’s John Mueller has stated that he believes this to be the case but this is not 100% true.
